Why did Carl Fletcher receive 4 year suspension from competitions?

Carl Fletcher, a shot-putter from Britain, can’t take part in competitions 4 years. The ban was claimed by the United Kingdom Anti-Doping Agency (UKAD) because he was charged with trafficking anabolic steroids. Carl Fletcher sold more than 15 types of steroids. It was determined that HGH, testosterone and Trenbolone belonged to the products which had been supplied by this sportsperson. The Liverpool Crown Court sentenced this athlete to 9 month imprisonment.
It is interesting to note that Carl Fletcher never tested positive for any steroids or other performance-enhancing drugs by the WADA. Don’t you find this fact strange? What could it mean? It is possible to suggest that methods applied by anti-doping agencies are not effective enough to catch consumers of steroids that participate in international sport competitions.
The WADA and the UKAD put many efforts to release sports from cheating and intake of steroids and other performance-enhancing drugs. These agencies also collaborate with law enforcement agencies in order to achieve the needed results.
The UKAD claimed that anti-doping officials would be allowed to share information about names of sportsmen that used anabolic steroids.
This case showed that the collaboration between the UKAD and law enforcement is very effective. It proved that law enforcement organizations could help greatly to catch the sportsmen who use anabolic steroids or other performance-enhancing drugs. It is difficult to overestimate the role of these agencies in catching of cheaters in sports. Andy Parkinson, the manager of the UKAD, confirms that if law enforcement organizations work together with the UKAD, the results will be excellent.
The Merseyside Police and the Serious Organised Crime Agency (SOCA) investigated a certain case connected with intake of steroids by officers at the St. Helens Basic Command Unit. It was found out that Fletcher had been involved in the illegal business conducted by his uncle and cousin. That’ why Fletcher was suspended from competitions till November 8, 2015.
